Demand for Cessation of Hostilities

My wife, my youngest son and myself took the trip to Washington, DC to serve a Notice upon the office of the United States Secretary of State under the authority of the President of the Republic of Texas. A copy of this document that can be found here {PDF File}

I have attached my affidavit {below} that will be signed at the next Council Meeting in Temple.

Also attached are two pictures. One is a picture of me in front of the Harry S. Truman building in Washington, DC, right before serving the Demand document to an agent of the United States in behalf of United States Secretary of State Collin Powell.

The next picture is an identification card issued by an agency of the United States that was obtained using only Republic of Texas identification documentation. When the bar code is scanned it indicates my title on the Republic of Texas council, my domicile and the country I live in, the Republic of Texas. As you will see by the picture, the information that I provided was VERIFIED and accepted by the Library of Congress. A card like the one attached was first obtained by my son the day before and I and Oliver Dyer obtained our card the next day to prove my son's card was not done by mistake.

On the 14th of November, my son went into the Library of Congress to look for the Treaty of Annexation that created the State of Texas. He was told by the manager of the Library of Congress that he had to obtain a Reader Card from the MADISON BUILDING across the street from the Library of Congress, before he would be allowed to do any research. Using only his Republic of Texas identification he obtained a Reader Card and went back to the Library of Congress to find the Treaty of Annexation that should have been passed by the U.S. Congress. After 3 hour and using 5 Library of Congress Staff Researchers, 1 researcher brought my son a copy of the Treaty of Annexation, with a big smile on her face. My son looked it over and told her that he was looking for the Treaty that was accepted by the U.S. Congress instead of being the one that was rejected. The smile went away and she stated that it did not seem to be where it should be located. They stated that they would send him a copy when and if found. We are still waiting for the document to show up.

My son did find a good reference document to find Treaties made by the U.S.. This will be looked into.

The Republic of Texas is recognized by the United States, whether they want to admit it or not. We have proof that 2 different United States agencies accepted Republic of Texas identification and recognized it to be legitimate.

I, Bobie Kenneth Townsend, Consul General for the Republic of Texas Provisional Government, a Natural Born Native, herein further known as Affiant, am more than twenty-one (21) years of age and fully competent to testify to the facts stated herein to which Affiant has direct and personal knowledge.

On November 15, 2003, Affiant was in Washington, District of Columbia. Between the hours of 10:30 am and 12:30pm, Eastern Standard Time, Affiant was at the front entry way of the United States Department of State located at 2201 C Street at the Harry S. Truman Building, NW Washington, D.C.. Affiant was with Ambassador Bobie Wayne Townsend II and Ambassador Oliver Dyer. Affiant shown Diplomat Security Officer Kenneth Roe, Jr. Affiant's Diplomat Pass and 2 forms of Republic of Texas identification at the Security Station at the U. S. State Department Building. Office Roe looked at the documents and called for a supervisor. After approximately 15 minutes, Sargent Joseph Mitchell III, a supervisor for the U.S. State Department Diplomat Security Agency, arrived at the Security Station. Affiant stated to Sargent Mitchell that Affiant was there to see Secretary of State Collin Powel or his Aid. Sargent Mitchell looked at Affiant's identification documents, returned all but Affiant's Diplomat Pass document and returned inside the building. When Sargent Mitchell returned, he asked Affiant for the reason that Affiant needed to see Secretary of State Collin Powel or his Aid. Affiant informed Sargent Mitchell of the Notice of Demand of Cession of Hostilities and Occupation document that needed to be hand delivered, instead of an impersonal mailing. Sargent Mitchell went back into the building. After returning, Sargent Mitchell stated that the Secretary of State or his Aids was not available and that he had acquired authorization to accept the document in behalf of the Secretary of State. Affiant agreed to serve Sargent Mitchell in behalf of Secretary of State Collin Powel the Notice of Demand of Cession of Hostilites and Occupation document. Ambassador Bobie Wayne Townsend II handed Sargent Mitchell the document. Sargent Joseph Mitchell III, a supervisor for the U.S. State Department Diplomat Security Agency, accepted the document, returned Affiant's Diplomat Pass document then returned inside the U. S. Department of State building. Affiant, Ambassador Bobie Wayne Townsend II and Ambassador Oliver Dyer left the building.
