Census 2000 Form

The Census 2000 Form requires a VALID OMB number. Does it have one?

If you received the "long form" and are NOT in Puerto Rico, it does not apply to you. All but the FIRST question on the "short form" may only apply to certain "classes" of people. Are you "defective, dependent, and delinquent" or a criminal?

Check it out for yourself before possibly making a big mistake. I do not know John G. Gunderson or Terry W. Stough.

I do know that a VALID OMB number is required on a form requesting information. The Census 2000 Forms are no exception.

I have personally read the information about the OMB numbers at the hyperlink below.

If you want to print it out, get page 49 for the beginning of the Bureau of the Census and page 50 for the OMB numbers in question. The quotes given below are exact.

The United States Census 2000, Form D-1, "short form", states, "This is the official form for all the people at this address. It is quick and easy, and your answers are protected by law." The OMB number is valid for this form.

However, do the questions apply to you?

The form asks in Question 1: "How many people were living or staying in this house... on April 1, 2000?" This is the ONLY VALID QUESTION for the lawful purpose of the census as required by the Constitution. For the Law, look up the US Code that applies: 13 USC, Chapter 5, Sub-Chapter II (that is, 2), Section 141(b). There are several search engines that will get it for you.

The purpose as stated in Section 141(b) has to do with the tabulation of the total population by states for representaion in Congress. See PL 105-119, Title II, Section 209 (a)(2)

The sole Constitutional purpose of the decennial census is the enumeration of the population for apportionment of the Representatives in Congress. See the Constitution, Article I, Section 2, Clause (paragraph) 3.

That is it! Count heads and make sure every one of the rascals in the House of Representatives has his/her fair share of sheeple to be accountable to or for.

If you have seen the "short form", you know the questions. However, bear with me.

I am restating the obvious in order to present an obscure point that has a direct bearing on all of us. You will NOT like what you will be seeing in a moment.

The rest is EXTRA information. Does it apply to YOU?

Question 2 asks about financing on the house, etc.

Questions 3 through 8 for person number 1 cover

    (3) Spelling of the name

    (4) Phone number

    (5) Sex

     (6) Age on 4/1/2000 and Date of Birth

    (7) Spanish, Hispanic or Latino ethnicity and if so, which one

    (8) Race and particular ethnicity, several choices given

For any other person living at the address, Questions 1 through 6 are asked.

Name, relation to person #1, sex, age & DOB, ethnicity and lastly race.

Here is the OBSCURE POINT: 13 USC, Chapter 3, SubChapter V, Section 101, Defective, dependent, and delinquent classes; crime.
  (a) The Secretary may collect decennially statistics relating
     (1) to the defective, dependent, and delinquent classes; and
     (2) to crime, including judicial statistics pertaining thereto.
   (b) The statistics authorized by subsection(a) of this section shall include information upon the following questions, namely: age, sex, color (race), nativity (perhaps your ethnicity?), parentage (relationships?), ... and other questions as the Secretary deems proper.
  (c) (Speaks to annual "statistics relating to crime and to the defective, dependent, and delinquent classes")

Hmmmm? Does this not pretty well correspond to the Census 2000 questions?

Is the Secretary presuming that YOU are one of "the defective, dependent, and delinquent classes"? It seems so. Why else would he go beyond his lawful authority and ask all these intrusive questions of the people? If you answer his questions without protest, YOU give him tacit approval and assent to his presumption that you are among these "classes" and a "Person"..

Please note that the form asks about "Person" after Question 1, the only lawful question on the form. How is "Person" defined? You may not want to be this "Person" either! Be sure to look at the "definitions section" of any law or regulation for the exact meaning of the words used in it. If it has none, consult a LEGAL dictionary, not Webster's !

Are you bound to answer these Census questions or pay a fine? Or worse?

You must answer this question for yourself. For your own information you may wish to look up 13 USC, Chapter 7, SubChapter II, Section221(a). Stated there is the penalty (a fine of $100) for willful or neglectful failure to answer any question that the Secretary may ask. However, a key phrase in this section is "any question relating to himself". Are YOU one of the "classes"? Are you a "Person"? If not, the questions after the first one (How many people live here?), may not apply to you.

You never give up! And that encourages those among us who often have had enough. The Census has been bothering me a lot also. I read the part of the "Long Form" -- as much as I could stomach. It was clear even before seeing your postings that something was very wrong. So you and your resources have shown that the long form goes far beyond the "SOLE PURPOSE" of the Census.

Now for the next bullet in the gun. The long form is NOT required to be filled out AT ALL, at least not by people residing outside PUERTO RICO.

Proof:

1. The form number for the long form (at least the one I have which was sent to an address in ALABAMA) is "Form D-2(UL)". The title of the form is "United States Census 2000".

2. The form states at the top: "This is the official form for all the people at this address. It is quick and easy and your answers are protected by law...."

Note that this means that if THIS FORM is not valid and the above language is correct, there is NO FORM for conducting the census for the people living at the address contained on the form. Also note that the form is supposedly "quick and easy" even though it is 38 PAGES LONG.

3. At the bottom right of the front page of the long form is written "OMB No. 0607-0856: Approval expires 12/31/2000".

4. On the bottom of page 2 of Form D-2(UL) it states that "The Census Bureau estimates that, for the average household, this form will take about 38 minutes to complete...." That doesn't sound very quick, but then exactly what form or part of the form are they talking about?

5. The next paragraph on Page 2 (a single sentence) is the key: "Respondents are not required to respond to any information collection unless it displays a valid approval number from the Office of Management and Budget." Now, as you know, we have already been down the OMB number road with the 1040. But guess what? They did it again!

I went to the official OMB site and looked up the OMB number, 0607-0856.

Note that the Form Name, "United States Census 2000" and the expiration date are the same as on the form D-2(UL). However, as you will note, form
D-2(UL)is NOT LISTED. Therefore,

OMB No. 0607-0856 is NOT a valid OMB number and no one receiving it with THAT NUMBER on it is required to fill it out.

Since, according to page 1, "This is the official form for all the people at this address", there must be NO VALID FORM for anyone who receives the long form, D-2(UL).

The next finding is even more amazing. As I was cutting and pasting the above from the OMB site, my eyes glanced down. BELOW the listing for
0607-0856 I found Form D-2(UL) listed under OMB NO: 0607-0858, titled "Census 2000 --
Puerto Rico". However, take a GOOD LOOK at the information for this OMB number:

This means that the D-2(UL) is AT BEST required for residents of Puerto Rico.

I guess that Congress can do what it wants to with respect to Puerto Rico since Puerto Rico is a Federal State "included" as part of the "United States", which Alabama is NOT.

At MOST, I would only complete the "Number of People" section of the long form which is contained on the first page of the form. This complies with the SOLE PURPOSE of the Census as contained in law.

Answering any other questions appears to be totally voluntary.

P.S.: It should take about two minutes to read this e-mail AND complete the only required sections ("Number of people") of the long form.

According to OMB estimates, getting this information out to EVERYONE could save people living in the 50 supposedly sovereign states some estimated 25 MILLION HOURS.

Of course that might allow them time to find out about the massive fraud about to be perpetrated on us AGAIN on April 15th.
