THIS IS THE EMAIL RESPONSE I GOT AFTER EMAILING MY SUPPORT OF CONGRESSMAN TOM CAMPBELL (CALIFORNIA) WITH RESPECT TO HIS OPPOSITION TO THE PRESIDENT'S KILLING SPREE:
Thank you for your e-mail on the situation in Kosovo.
As you probably know, I am opposed to the deployment of the U.S. military to
Kosovo (or Bosnia, or anywhere else in the world) without the consent of
Congress in accordance with the War Powers Act of 1973. (You may recall
that the War Powers Act was passed by a democratic Congress over President
Nixon's veto after our decade-long fiasco in Vietnam).
On Tuesday, April 13, I introduced two bills regarding the war in Kosovo.
One would have formally declared war on Yugoslavia, and the other would have
required an end to U.S. military involvement in Kosovo. Both bills failed
in votes on the House floor on Wednesday, April 28.
On Friday morning, April 30, I filed a lawsuit to require the
President to obtain authorization from Congress before continuing the air
war against the Federal Republic of Yugoslavia. You may read about that

On May 21, 1999, I, along with 24 other Members of Congress filed our
forty-two page motion for Summary Judgment along with a motion for an
expedited hearing and oral argument. Judge Harold Greene, the Federal
Judge originally assigned this case (99-1072) when filed on April 30, 1999,
decided not to take it up (he has been in ill health as of late). So, Judge
Paul Friedman has been assigned the case at random. Assistant Attorney
General Phil Bartz, with the Department of Justice will be representing
President Clinton in this case. It is our hope that expedited hearing for
oral argument will be granted so that the motion can be heard as early as
the second week of June.
On Thursday, June 3 the U.S. District Court heard the administration's
motion to dismiss, and on the morning of Tuesday, June 8, the Court did
dismiss the case. You may read that opinion at

We are now in the process of appealing to the Appellate Court, and you may
